This law has been repealed here in Maricopa County. It was written to prevent/limit whore houses. There are still many old whore houses here in old mining towns that are used as little shops or museums. -Jerome, Tombstone etc
I’m glad I don’t live in Arizona then!! Most of the time there are 7 women in my house.
I’m guessing it was made as a way to make it harder for people who enslave women and run brothels.
