Itchy crabs or yummy crabs
The law refers to land crabs which roam prolifically at mating time. Certain cultures find them to be a delicacy and therefore kill with reckless abandon–not to mention trampling public landscaping and getting hit by cars in their quest for dinner. This is especially true in deep South Florida.
