|In the State of Washington, if you rent your home, it is illegal to take a hot shower, due to “safety” laws that prohibit water heaters from being set above 119 degrees Farenheit.

I think you may have misread that one.
If I recall correctly from my 6 or so years as a renter in WA, it was that upon move-in, the landlord has to have the hot water heater SET no higher than 119 degrees, to prevent people burning themselves due to not realizing how hot water could get. It’s up to the renter to change the thermostat setting on the water heater should “tepid” not be to their shower liking.
