Perhaps you should read into the piece of legislation called the Western Interstate Nuclear Compact. This is not just Utah. This is Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, AND Wyoming. Due to more loosely populated areas, it has been a long pressed issue to allow the testing of Nuclear weaponry in “safer” areas where there are lower densities of people – namely the Western parts of the U.S. + Hawaii and Alaska. Under this code, the aforementioned states reserve the right to allow nuclear research for uses such as medical treatment and industrial improvement, while denying the application of nuclear weapons testing (or, in this case, detonation).
