Dont worry its another misquote, this law is about using explosives not your hands. Your not allowed to use explosives for fishing purposes.
Well I just snorkeled over a crappie crib in the lake that I live on in (WI) and seen some big boys hanging out and I thought I would check to see if it was illegal for me to grab about 6 ft of line and wrap it around my hands and slay em with a little tube jig lololol but seriously!!!
