As I understand it the law goes back when barbed wire fences started being put up to keep cattle in. Some ranchers would cut the fences to in protest. Also cattle rustlers would cut the fences to steal that cattle.

Man, with all the bike thefts Austin has experienced… That sounds like a good law to me.
