No person shall throw or deposit any litter into any litter storage and collection receptacle unless such person is the owner of said receptacle or has the express permission of the owner to use said litter receptacle.

Is it illegal to fill your garbage can with sand or cement chunks?
The reason I am asking if there was a law against people dumping their litter in other people’s trash receptacle is because, my neighbor has observed dog walkers picking up their dogs droppings, and dumping them into my receptacle. I think they have targetted my trash bin because I have put up signs for these dog owners to pick up after their dogs. These dog owners are giving other responsible dog owners a bad name. I am a dog owner and respect my neighbor’s and other people’s property by picking up after my dog. Thank you!
Too many cases of people not wanting to pay for their own trash pick-up. I understand why this law exists, and though it may seem dumb, it isn’t.
