Driving on sidewalks prohibited

Driving your car on a sidewalk is strictly prohibited unless a driveway crosses such sidewalk.
Sec. 12-43. Vehicles not to be driven on sidewalks.
The driver of a vehicle shall not drive upon any sidewalk area, except on driveways across such sidewalks.

I wonder why this one was put in place? It doesn’t sound like a stupid or dangerous activity to me lol
