Sec. 24-17. Impeding sidewalk.

It shall be unlawful for a person to stand or sit on a city sidewalk or city right-of-way so as to impede, physically or by intimidation, free and uninterrupted pedestrian passage. A violation of this section shall be a class C misdemeanor and upon conviction shall be punishable by a fine not to exceed five hundred dollars ($500.00).

It is also a law in Georgetown, Texas too. It is a stupid law. It violates the 1st amendment to the US Constitution which as a federal law trumps Gavelston’s code of ordinances. It is not illegal to be homeless. People who champion the New World Order love this law.
My advice if you must sit on the sidewalk take your video camera
and digital recorder with you. That way you evidence to sue the city
in federal court if needed.

This law was created to keep the many transients and bums from setting up camp on the sidewalks of Galveston, so that the sidewalks might be used by the public.
Not so stupid really…
