This is to alleviate the incredibly congested traffic around the oceanfront. If someone is just trying to get to a restaurant, it takes nearly half an hour to go one block once you come off of Pacific Avenue. It’s mostly a bunch of horny guys cruising, anyway.
This is not as “dumb” a law as one would think once taken in context. This is known locally as the “No Cruising” ordinance. Atlantic Avenue, for those unfamiliar with the area, is the city’s beachfront street, paralleling the boardwalk. Traffic is heavily controlled on this street, and one is encouraged to walk or employ mass transit on this road. The “No Cruising” ordinance is part of those controls, intended to reduce traffic and discourage joyriding.
